Her track record speaks for itself. She has repeatedly saved her clients significant amounts of money by negotiating with the contractors a price for the work that is fair and reasonable to all parties concerned. Further, representing the Owner's concern for budget constraints, she has maintained cost control during the design phase by working closely with the Architect and Engineer. Her understanding of construction documents and specifications has helped prevent claims and conflicts on projects, thereby saving Owners and Contractors from costly claims. Ms Rutlen has worked for years promoting professionalism within the construction industry. She received her Professional Certification in 1990 from the American Society of Professional Estimators. She has had various articles published both at the local chapter level, as well as in the national publication of the American Society of Professional Estimators, The Estimator, including 2,500 word technical paper on "Design Phase Estimating". She currently is serving her fifth appointed, two year, term on the National Certification Board of A.S.P.E. Ms Rutlen has been the presiding member of this Board since 1999. She served as an Arbitrator on the National Panel of the American Arbitration Association from 1983 through 1996. She has also conducted workshops for M/WBE Contractors on Negotiating Your Contract; Preparing Change Orders; Developing the Estimate & Schedule of Values; and Starting A Consulting Business.
